Council members recently showed concern about whether they had to claim unsolicited campaign donations, such as the money the Concerned Citizens spent. On Feb. 14, council voted to bring the issue of anonymous campaign advertising to the attention of the Union of B.C. Municipalities. The district is requesting the UBCM ask the Minister of Municipal Affairs to review what the Municipal Act says on the issue. Because the slate chosen by the group so closely resembled the elected council, with Coun. Ernie Crist the only excep- tion, debate raged between the victorious and the defeated councillors about whether the Concerned Citizens’ cam- paign had affected the results. Coun. Janice Harris argued at the time that her record spoke louder than Friday, April 7, 2000 — North Shore News - 5 Coun. Harris spent least any amount of advertising. Her campaign finances support that theory: clect- ed with the most votes of any councillor, she also spent the least. Without the unwanted help of the Concerned Citizens, her campaign cost $1,070.07. That inciuded $117.79 spent on media ads, $150.16 on signs or brochures, $705.58 on postage and courier costs, and §96.54 on gas. The unsolicited ads more than doubled her total to $2,142.59. Coun. Lisa Muri, who placed third among the candidates, also ran a relative- ly tight campaign, claiming $3,617.80. Newcomer Doug MacKay- Dunn, however, spent $22,874.32, including $11,496.79 of his own money. His spending included $8,198.69 on media butions. NVD Mayor Don Bell ... Claimed $8,896.65 in campaign contri- ads, $7,338.29 on signs or brochures, $2,733.18 on postage or courier costs, and $2,140 on research and polling. The campaign was successful: he was elected with the second- highest number of votes for district councillors. Coun. Ernie Crist claimed $12,145.95 in expenses, and listed $11,793.60 of his own moncy. Most of that was spent on media ads. Coun. Bill Denault claimed $7,424.77; Coun. Mayoral contender Russ Fraser spent $13,295, all in contibuted funds, on such additional items as “bridge crew snacks” ($414.79) and “coveralls” ($96.94) — while Andy Danyliu spent a total of $13,649. With the exception of John : Clark, who rang up $10,448 in expenses, candi- dates battling for a council slot were closer to. the $5,000 ballpark when it came to campaign spending.
