The winner — usually govern- ment or business —- gets the others to approve the proposal which gives control over the biggest cash flow. Strategy? Buy advice, fault the completion, use someone else's money and sit on bad news. With regard to Lions Gate, gov- _ ernment prefers a bridge but pays a consultant (News Viewpoint, “Bridge baiting,” Jan, 16) to look at alternatives. Business proposes to raise $1 biilion for a tunnel by sell- ing real esiate on an artificial island built with debris from the tunnel. The consultant's report faalts the tunnel as’ a threat to Vancouver's ecl grass. Business points out thal the government has no cash for a bridge. The first game of the current series has already been won by government, with $300 miflion of tixpayers’ cash approved to upgrade the Burrard power station. This environmental project will probably reduce air emissions in the Lower Mainland by less than the increase in the emissions that result from extra cars on a new Lions Gate Bridge. Government still wins the second game, howev- er, if communities approve its five- lane bridge. and then insist on expensive remediation work in Stanley Park. Government can then justify $360 miflion for the bridge, and will manage a cash flow, including the Burrard upgrade. of $660. mil- lion. Business will approve because most of this cash will flow its way. The communities will Jose with higher taxes and lower quality air.
