The potential for harm increases as the level’and length of

“partying” expands. Fire chiefs were recently unsuccessful in
persuading North Vancouver: District council to adopt a
» similar bylaw to. the City that would have required all back-
yard fireworks displays to be controlled’ by permits and
supervised by a safety-certified adult. But the siile of fire-
works’ are already controlled and limited. Bottle Rockets,
. Cherry Bombs'and the ubiquitous fire cracker are all illegal.

Pipe bombs are just plain dumb and posession could cost a Criminal Code record. And
