OPEN LETTER TO NORTH VANCOUVER DISTRICT COUNCIL I am surprised to see that North Vancouver District appears to be taking a step backwards in their approach to the recycling of waste materials. In particular, waste carts seem to be contradictory to the current trends in the Lower Yes it does, says municipal manager OPEN LETTER TO D.B.L. JOHNSTON This is in response to your letter to the North Vancouver District Mayor and Council regarding waste recycling and waste carts. The waste carts were introduced after a six-month trial period as a convenience to our taxpayers, not as a cost-saving exercise for the municipality. ‘The program was introduced on a voluntary basis and, to date, ap- proximately 4,000 households have applied for containers. The primary advantages are as follows: ® The amount of heavy physical lifting for district staff is reduced which extends the time during which a staff member can continue to work as a garbage collector and reduces the number of compensa- tion claims. © The taxpayer only has to deal with one wheeled coutainer instead of two or three garbage cans that have to be carried. © The problems of dogs or rac- coons knocking over the garbage containers are vastly reduced which saves the taxpayer the in- convenience of cleaning up. © The general appearance of neighborhoods is improved. The District of North Vancouver is continuing research and discussions with the other two North shore municipalities in an effort to establish a multi-material recycling program for all of the North Shore. In addition, we are ulso par- ticipating in a regional study through the Greater Vancouver Regional District in hopes of de- veloping a recycling program for the Lower Mainland. Mayor Baker is very much involved in both these projects. Creating a collection system for recycled materials is a relatively simple exercise. The major prob- lem is establishing markets fer the various materials once collected. Without the markets we wouid simply create a more expensive col- lection system anc still have to dispose of the waste in present fa- cilities. f can assure you that the district will continue its efforts to develop a multi-material recycling program which will include encouraging leg- islation at all levels of government designed to ensure the inclusion of recycled material in manufactur- ers’ production processes thereby creating the markets.
