Where teens receive sex education and access to fam- ily planning services, the reduction in unplanned pregnancies is dramatic. A 1985 international study on adolescent ‘pregnancy, done by The Alan Guttmacher In- stitute, found that those Ca- nadian provinces with exten- sive family planning services had the highest decline in teen pregnancy between 1971 and 1981. Conversely, pre- vinces with more limited ac- cess to family planning clinics continue to have the highest rates of teenage pregnancy, All of society bears the cost of unintended teenage pregnancies and motherhood. In 1983, Manitoba taxpayers alone contributed approximately $8.5 million to provide ser- vices such as abortion, adoption and social assistance for pregnant teens and single mothers. Studies show it is more cost efficient to prevent teen pregnancies than to pay for the consequences. An On- tario study found that for $1 spent on preventing adoles- cent pregnancy, $6.50 was spent on only two outcomes of teen pregnancy — abor- tion and income support for teen mothers.
