Al6 - Wednesday, November 17, 1982 - North Shore News TWO MAYORALTY races, contested by four and three candidates respectively, automatically make 1982 one of the more exciting municipal and school board election years on the North Shore. But that has by no means been the sole source of interest. With only two municipalities involved this year (North Vancouver City holds elections only every second year — the next in 1983), a record total of 35 candidates filed their nominations by the October 25 deadline in North Vancouver District and West Vancouver. They include, too, a record number of women, 12_ in all. And 16 of the © hopefuls have never previously run for civic Office on the North Shore. One reason for the large field of entrants is un- doubtedly the vacuums in talent and experiences that have opened up on both councils. In North Van District Mayor Don Bell resigned in September, two months short of completing his third term, to begin a new career in the private sector. Poll- topping Alderman Marilyn POLLS are open _ this Saturday, November 20, from 8 a.m. to 8 p.m. The following are the polling stations in the two North Shore municipalities holding elections: NORTH VAN Baker announced her mid- term retirement in order to run for Bell’s job as mayor. Also retiring this month is acting Mayor Peter Powell, the alderman chosen to take over from Bell for the balance of the latter’s term. Asa result, four vacancies instead of the normal three have emerged on District council, one of them for a one-year term only, to rep cumbents -- Aldermen Jim Ball and Mary Segal — are standing for re-election. The other two seats are up for grabs from outsiders. In West Van the outsiders have it-even better. All three senior aldermen -—- Don Lanskail (a 20-year veteran), Robert Hicks and John Humphries (not to be confused . with Mayor Derrick Humphreys) — are retiring this year for differing personal reasons, leaving no incumbent aldermen at all ce Baker. In the school board races, two North Van District incumbents are seeking further terms ~- challenged for the two vacant seats by two newcomers. On West Van _s school board, which has_ three vacancies this year, two incumbents again are bidding for re-election. Confronting them are a former trustee on the comeback trail and three didates traditionally run as individuals. Nevertheless, a Significant element of _ partisan politics dominates this year’s elections in North Van District. “Polarization” has arisen between candidates. associated with the left wing North Vancouver Voters Association (NoVVA) and its _ opposing right wing group, the Taxpayers Association for Good Government (TAGG). Among North Van District “Local government can-" candidates, NoVVA is represented by Verna Smelovsky (a NoVVA school trustee now running for council, technically as an independent), Betty Griffin (a former. provincial Communist candidate, also running for council) and incumbent NoVVA school trustees Crawford Kilian and Dorothy Lynas, seeking re- election to school board. Two other District council candidates, Margaret McGuire and incumbent Alderman Mary Segal — while not NoVVa members - may be described as leaning ~weatre Fighting them are the six official TAGG nominees: Craig Clark, Joan Gadsby, Neil MacLean and _ in- cumbent Alderman Jim Balt (all for council; Ross Regan and Doug Vincent (for school board). Notes on the field — and the form ‘TAGG philosophies, appear to be Murray Dykeman and Bruce Manning. Formal partisan-group divisions in West Van are, by contrast, virtually non- existent. The community's sole candidate sponsoring body — the West an Electors Association = claims to select its nominees purely on personal merit, although the small (200-250) membership of the WVEA obviously makes that choice largely a subjective one. This year the WVEA has endorsed former (and never somewhat towards left of defeated) two-term alder- together with newcomers Alex Brokenshire and Don Griffiths, for council; former trustee Fran McDowell, newcomer Michael Smith and incumbent trustee John Gregory for school board.
