make staff reports available

to the press and _ public
before council meetings.

This changes a _long-
standing rule that even the
press could not pick up the
background maternal upon
which council debates are
based until just before the
meetings start. The general
public could not receive
them unul the next day.

The new ruling will make
the complete “package” of
staff reports or
correspondence referred to
council available at the
District office “on West
Queens between noon and
4:00 p.m. on the day council
is meetmg.
