telephone conversation with
Const. Kinnon regarding my
complaint, the smoking
bylaw will not be enforced.

system, the authors are con-

private clinics will be too high.

They argue that Regional
Health Authorities will be at a
negotiating disadvantage

providing surgical services in
public facilities; the cost

A more convincing cnti-
cism of taxpayer-financed hus-
pitals would be hard to imag-
ine, but the authors let this
one slide by without further
comment. This is just one of
many egregious shortcomings

in “Private Highway.”

Collectively, they make one
wonder what sort of advice
these policy analysts have been
giving their public sector
clients for the last few decades.
