NV schools seek $18.6m District 44 submits capital plan Liam Lahey Contributing Writer UNDER the pressure of a provincial deadline, the North Vancouver District 44 Schoo! (NVSD) board voted unanimously Tuesday in favor of its first Five Year Capital Plan. Researched and developed by John Lewis, the district's a projected forecast of finan- cial needs for all of the dis- trict’s schools starting in the autumn of 1999, Traditionally, school boards submitted a one-year plan to the Ministry of Education. But due to a change in governinent policy, all school boards in the province are obliged to submit a Five Year Capital Plan no later than Sept. 9. Lewis said the pian is a cul- mination of intensive research made during the summer months. “The Five Year Plan could also be titled how I spent my summer vacation,” he joked before the gathered board members. The school district will be asking the Ministry of Education for $18.6 miilion in the first year alonc. The provincial government has an estimated $375 million in its Total Capital Fund, which it will share with school boards throughout B.C. Lewis’ plan, which ranked the schools in order of finan- cial priority for cach year, ualled for Seycove secondar; to receive $2.9 million for ren- ovations, followed — by Sherwood Park elementary at $1.6 million, and Upper Lynn Elementary at $1.4 million in 399. Balmoral secondary is pen- ciled in at $2.9 million for 2000-2001. Ridgeway ele- mentary tops the list in 2001- 2002 at S14 million. Boundary elementary is at the top of the ladder in 2002-03 with $960,000, and Se could get a $1.5 ift in 2003-0). Over the projected five- year period, the school district will ask the government for $43.6 million. Among the priorities Lewis had to consider when drawing up his projections was the climination of portable class- rooms and the disposal of haz- ardous materiu. such as fluo- rescent lights which contain cancer-causing PCBs. “In compliance with the Workers Compensation Board (WCB), we’re focused on how te improve the indoor envi- ronment quality by conduct- ing a comprehensive review of cach school,” Lewis said. “Not just the heat exchange in the buildings, but the oenaee in and around the buildin the level of moisture in the walls, and how to properly dis- pose of fluorescent lights now they’ve been removed from our schools.” Lewis believes the province will look faverably on his board’s plan, but cautioned against having high expecta- tions. “There'll. be an over- whelming number of requests for additional funding for schools due to the classroom capacities being reduced,” he said. “But we've done a very thorough job here.” The next public meeting will be held on Oct. 6 when District. 44’s program and finance committees _ will address their reviews of the plan. The provincial goveri- ment will review all of the Five Year Capital Plans pitched iw them and hand down thei: funding decisions in January.
