Bid for W. IL meeting, West Vancouver District Council debated with Hynes for some time before agreeing to table his application to restart the rezoning process with a cafe included as an allowable use of the property. Hynes is the son of the developer of the same name. Coun. Rod Day was reluctant to table the matter because council's advisory planning commission (APC) had already refused to approve the cafe usage. The APC was willing to recom- mend other uses, however. “The municipality has bent over backwards trying to accommodate him. They (the APC) have offered him everything he wanted but a restaurant Zoning,” Davenport said. ‘He has collected a petition of 28 residents against any kind of restau- tant. : The property was the site of a gas station for about 25 years, * Since 1980, zoning on the site ‘was expanded to allow both the sta- tion and a two-storey commercial- residential building. - Only the gas station was built, but it closed five years ago. There have been two other recent proposals for redevelopment. Council rejected the first, a town- . house application, and approved the ‘second for three single family hous- es. . Hynes, however, withdrew his application for the houses, telling council that he had not been able to find prospective buyers. Earlier in 1995, Hynes indicated that he would go ahead and build the two storey mixed use building on the unused portion of the property. But he wanted to drop the gas sta- tion designation and expand the per- mitted uses to include restaurant, bicycle assembly, -sales and service and garden shop, applying them over the whole site. Davenport said neighbors have no objection to the current zoning for the property, plus APC approved additions, Residents don’t want the cafe Hynes is asking for. It could have up to 80 seats.
