10 — Friday, November 30, 1990 - North Shure News Housing project comes under fire AN APPLICATION for a devel- opment variance permit will bring a Rufus Drive social housing pro- ject under public scrutiny in a Dec. 17 North Vancouver City public meeting. By Pamela Lang Contributing Writer Although a speech made by area resident Gordon Marbry at Monday’s council meeting implied that residents will oppose the pro- ject in general, rejection of the variance permit will not stop the pie-ject from proceeding. The appiication asks for five changes io the development’s building envelopes (the spaces be- tween buildings or between build- ings and the street). The request for the variance, as explained by project architect Linda Baker, was made necessary by the discovery that the site is three feet narrower than originally thought and the relocation of two electrical closets with the elimina- tion of the project’s basements. The requested changes for the project are: © that the distance between two residentia} buildings be reduced from 18 feet to 11.5 feet; e that the distance between two other residential buildings be reduced from 22 feet to 15 feet; ® that the setback of the ameni- ty building from Rufus Drive be reduced from 64 feet to 59.5 feet; e that the distance between two more residential buildings be reduced from 17 feet to 13.5 feet; * and that the setback of a res- idential building from Rufus Drive be reduced from 63 feet to $9 feet. If the development permit is not granted, Entre Nous Femmes will proceed with the housing project within the existing guidelines, which would make it necessary to redesign the buildings affected, said city planning technician Pauline Jang. But when he addressed council on Monday night, Marbry ignored the issues dealt wth in the variance permit and attacked the development in general. Saying he does not. support social housing for single-parent families, Marbry called the project the ‘‘outhouses of Rufus Drive.’” He accused council of misrepre- senting the residents of the area, ignoring their protests, including a 119-name petition. “You told us nothing would happen to our property values,’’ he said, adding that proof of NORTH VANCOUVER CITY COUNCIL decreased property values was shown when a neighbor recently sold his hame tor $25,G00 below market value. Marbry also said that the pro- ject now planned is completely different from the one shown res- idents at a June public hearing. Attacking the original design as *tabsolutely terrible’’ and criti- cizing changes made by Entre Nous Femmes due to budget cuts, he said the taxpayers will be pay- ing for any concessions granted to them by council. Marbry said the city should put the project on hold even though council has already approved the rezoning for the development.
