To illustrate, En- vironment Canada advises we reccived approximately 40 per cent raore rain than usual in November. Our paving contractor advised that to pave in such wet weather could dramatically shorten the life of the new road. We have attempted to keep the public aware of these cir- cumsiances by placing ads in the North Shore News on Dec. 3, 1989 and Jan. 14, 1990.
