TO BLOW or not to blow their own horn was the question faced by North Vancouver City council at its Monday night meeting, and the eventual decision was to keep mum. The horn in question concerns the money and services the City donates to non-profit or service groups by charging nominal fees for rental of City property or facilities. Alderman Gary Payne pushed for an end to the city’s “ad hoc” method of determining nominal rents, which for the majority of the groups concerned is $1 annually but for others ranges as high as $45. “What we have here is a system of concealed grants,” Payne charged. “I'm against the status quo. The current policy is totally ad hoc — theré is no policy, it’s all tradition.” He said the effect of the system is to disguise the mayor grants the City makes to these groups because the market-value rates are never publicized to show the money the City forfeits from token rents. Payne said if realistic rates were used, i{ could be shown the City is actually granting $600 000 or more annually to these groups. “What we should be doing is bringing the grants out on the table and labelling them as grants,” he said.
