The lane has been closed illegally, City Engineer Alan Phillips told City council Monday night. But to open it to the public may cause a traffic hazard at an extremely busy 1n- tersection where a five-year- old girl was killed recently. The lane, which allows public access to Westview Drive near West 28th Street. has been closed by Cedarbrooke Townhouse Development on and = off since the townhouses were built in 1967. The latest chapter in the history of the lane was written when City workers pulled down a fence last week which had closed the lane at Westview Drive. The *fence had been in place for a year, and the result, an unannounced delegation of Cedarbrooke residents told council, was a dramatic drop in vandalism. “We no longer have to get new aerials for our car, or have to get our tires pumped up again after someone lets the air out of them,” said one resident. “The vandalism problem has been much better since the fence was put up a year ago.” The lane. when open. is used by children going to nearby Larson Elementary School. And even if the lane was opened only to pedestrians, Phillips said, schoolchildren would be encouraged to walk down Westview Drive to the lane instead of using the quieter West 28th Street.
