Highways usually inchide a fast Jane — sometimes referred to as a passing lane —and a slow lane. Basically stated, slow drivers are required to drive in the slow lanc, which is usually the right-hand or centre lane, while faster drivers, drivers overtaking slower drivers, are required to use the fast Jane, the left lane. Fast Lane, by the way, is not defined in the mighty Motor Vehicle Act; it is merely an. invented descrip- tive meaning “not tne slow fone” (and an intense way of life according to an Eagles’ song). The Upper Levels Highway (Trans Canada, Highway 1) here on the North Shore is an east-to- west connection that links Horseshoe Bay with the Second Narrows Bridge. It maintains two, sometimes three lanes of travct in each ditection. It is not broken by any eae a Some of the regulatory signs on the Upper Levels read, “Slower ic keep right.” ’ These signs consistently appear fur- signals ther up the coastlines (to Squamish or the Sunshine Coast, for example). Further signs read “keep right except to pass.” At no time do signs ever read “speedy folks usc the left lane.” So you see, there is an onus on slower vehicles to keep to the right. “Slower than what?” esks you. The mighty Moter Vehicle Act describes “slow- er” as “the driver of a vehi- cle proceeding at'less than normal epeed of traffic.” So what’s normal? I don’t want to argue meta- physics nor does the Act. It sutfices to say that normal speed is what the majority of rivers are doing and abnor- mal is slower chan average. If you travel atthe speed limit but every other driver around you is exceeding the speed limit (thereby break- ing the law) you are in error if you do not keep to the right.
