WOODLANDSI/SUNSHINE SPECIFIED AREA

The Cauncil for The Corporation of the District of North Vancouver intends to under-

take the work set forth below as a specified area project and to specially charge: -

the owners/users portion of the costs against the parcels benefiting from the work.

Unless within one rnonth after publication of this notice a majority of the owners,
representing at least one-haif of the vaiue of the parcels which are liable to be speciat-
ly charged, petition the Council not to proceed with it, the work may be undertaken -
as a specified area project.

The work is to construct a water supply and distribution system ccemplete with pump
station, reservoir, mains, service connections, and appurtenances, to serve the rea!
properties within the Specified Area. tndividual water service connections shall be
provided for each parcel assessed a charge as defined herein.

For the purpose of this Notice the following definitions apply:
System Capital Charge
(a) the sum of $8,000 if levied in 1993 or 1994.

(b) the sum of $8,000 together with interest thereon from January 1, 1995 to the —
date of payment at a rate equivalent to the interest rate for the same period. -

User

usermeans the owner of real property within the Specified Area who has at any . “

time connected his real property to the works and services whether or not in any.
particular year such rea! property continues to be connected to the works and
services.

interest

interest rate means a rate of interest certified by the District's Director of Finan-
cial Services as being equal to the previcus year’s average investment rate on
Reserve Funds investments held by the District, rounded up to the nearest one-
half percent.

The Owner's share, the sum of $960,000 being a portion of the total cost of the “works
and services” is to be borne by the owners of real property within the Specified
Area and the. “users” of the “works and services” as follows:

(a) A “system capital charge” on each “user” of the “works and services,” payable
in annual instalments, calculated yearly as the annual amount, including interest
at the current “interest rate” required to repay the “system capital charge” over
a 20 year period.

(b) A “system capital charge” on the owners of improvements within the Specified
Area having an assesed value of more than $10,000, payable in annual instalments,
calculated yearly as the annual amount, including interest at the current “interest
rate” required to repay the “system capital charge” over a 20 year period.

(c) An annual rate for a period of 20 years on all improvements within the Specified
Area having an assessed value of $10,000 or less, provided such improvements
are not on real property connected to the “works and services,” of an amount
equal to $1.00 for each $1,000 of assessed value thereof.

Payrnent

The Owners’ cost for any parcel may be commuted in accordance with the terms
of the Loca! Improvement Charges Commutation Bylaw, 1969 (Bylaw #3876).
