West Van council ‘may have unleashed a tiger on the community when it asked for . a youth committee last. ‘summer to find solutions to the juvenile . delinquency problem. | a Reporting to. council M Mon day, the committee. hit the problem and came up with solutions that are likely to. . revolutionize community life. Council approved - “the report ‘‘in principle’. and = ordered municipal’ staff. to report on the report. Neighborhood account- ability panels were sug- . gested as an alternative to prosecution under ___ the- Juvenile Delinquents Act. These panels, already set up in Kingston, Ont. and Coquitlam, include neigh- bors who have been the victims of delinquency as well as police, court and judge. Children who misbehave . are punished. according to the seriousness of the crime. The Juvenile Delinquents Act has no teeth, according - to the committee and “often precludes the imple- mentation of any real conse- quences for many children and thus fosters the concept that no consequences exist. A teenage discotheque was recommended where 14 to 18 year olds could dance Friday and Saturday nights. under adult supervision, with a strict dress code and no alcohol or drugs. Council may have a bit of trouble with this one because it is considering a bylaw to prohibit discos in West Vancouver. However, a defi- nition of a “‘disco”’ has not been decided yet. If council gives the green light, the committee will undertake a major publicity program aimed at getting parents in West Van to pay more attention to their children. Additional family day care homes were recommended. Park Royal merchants will “be asked to finance day care at the shopping centre, and churches will be encouraged to support temporary child minding services and day care facilities. The fire department will be invited to conduct or sponsor baby sitter training programs and _ co-ordinate area registries of accredited baby sitters. This has been done successfully in other ‘small communities, accord- ing to committee spokesman Jim Humphries.
