Council appears to have co-operated with Park Royal Ltd. and the Squamish Indian Band to allow construction to proceed: a ; 1. without first obtaining an acceptable long-term solution to the traffic problems, and 2. without agreement to an acceptabie plan for the remainder of the Squamish Indian Lands.
