Tory complaint over News headline upheld THE BRITISH Columbia _-Press Council has upheld, with reservations, a complaint from North Shore Tories that a head- line in the North Shore News during last year’s federal elec- tion campaign was inaccurate. At the hearing. in Vancouver on May 25, the counci) heard a com- plaint from executive members of the Progressive Conservative Association of Capilano- Howe Sound. : The association representatives said that the front-page headline of ‘Oct.17,1993, “Reform gathering steam,” was inaccurate and did not ‘reflect the substance of the story, © The story dealt with opinion poll findings about the election. The complainants further argued -ihat the headline had damaged the re-election hopes of Tory candidate ‘«: Mary Collins. - At. the” hearing,’ “Timothy Renshaw, managing editor of the ' News, conceded that the headline “did not precisely reflect the second of the two polls, in that Reform numbers had declined.” He also said that although in. hindsight: he may have wished a different headline to have topped the story — such as “Tories hit bot- tom” or “Reformers top polls” — he did not feel the alternalive head- lines would have changed the out- come of the election. Renshaw said he took “great offence" to suggestions of bias, and stressed that the newspaper hed attempted to give equal and bul- anced coverage to ail parties. The Press. Council found the "headline to,be incorrect, given the . text of the story it introduced. There was no evidence, howev- er, of a calculated attempt by the News. to distort the polls’ findings or interpret those findings with malice. With this reservation the com- -plaint was upheld. “The British Columbia Press Council upheld, with reservations, a complaint against the North Shore News of North Vancouver over a front-page headline in the Oct. 17 edition. -. “The headline stated: ‘Reform gathering steam. “The Progressive Conservative Association of Capilano-Howe Sound complained that the headline did not accurately reflect the “accompanying story. “tt said the headline was clearly wrong and damaged the campaign of PC candidate Mary Collins. “The story in question contained polling data that indicated that ‘although Reform was: leading other parties, its support had softened by 12 percentage points from Oct. 6 to Oct. 13, “The complainants said the headline implied momentum for Reform, while the story did not support that conclusion.
