Question: Although | am dis-
abled, ! was able to work part-
time last year. Now i am no
longer able to work at all, and al-
though | can just get by on my
disability pension and a smatt in-
vestment income from my savings,
T need to cut back on my ex-
penses. One of the few things that
T can save money on is my car,
but since it represents freedom
and independence ta me I would
really like to keep it if T ean.

Answer: You may be eligible, as
a handicapped person, for a dis-
count of 25% from ICBC off the
cost of the basic, compulsory part
of your motor vehicle insurance,
and also a tax rebate on gasoline.

The Motor Fuel Tax Act is used
to define a **disabled person'’ for
the purposes of eligibility for the
ICBC discount. You will find a
leaflet called ‘‘Handicapped
Driver Discount — Who can
receive it and how’ at aa
Autoplan insurance ageni's office
or at the offices of ICBC. Ik ex-
plains the discount and lists a
number of the criteria under
which a person might be consid-
ered disabled.

As well as fulfilling one or more
of the definitions of ‘‘handi-
capped” you must also be the
owner or lessee of a vehicle of
which you are the principal opera-
tor and hold a valid B.C. driver's
licence.

You will need proof cf your
disability when you apply for the
discount. This might be in the
form of a letter from your doctor,
Stating that you have a permanent
physical impairment which would
make it hazardous or impossible

for you to Use public transport, or
proof that you are receiving
GAIN for the disabled, or a letter
from the Worker’s Compensation
Board of other agency indicating
that you are receiving a disabitity
pension.

if you have already applied and
been approved for the Fuel Tax
Rebate you can use a letter from
the consumer Taxation Branch of
the B.C. government stating this.
Take your current driver’s licence
and insurance and one of the
proofs of disability mentioned
above to your Autoplan dealer.

If it is proved that you were
qualified to receive this discount
prior tu your application, ICBC
will adjust) your Autoplan
premiums back to the date of
your eligibility and send you a re-
fund.

For the gasoline tax rebate,

write to the Ministry of Finance,
Provincial Gasoline Rebates, 1061
Fort St., Victoria, B.C. VBV 2M]
for an application form. When
you return the form, vou will need
to send a copy of your current
driver's licence, proof that you
own or lease a vehicle, and proof
of disability as discussed earlier.
You will need to keep your gaso-
line receipts to claim this rebate.

There is also a federal govern-
ment Gasoline Tax Rebate far
peeple with disabilities. Forms are
available at post offices and a
medical certificate is required. The
rebate currently amounts to about
1% cents per litre. Call 666-4664
