AN INTER-AGENCY task force
recommendation that compulsory
emission control for vehicles in the
Lower Mainland be put in place as
soon as possible, with voluntary
test clinics offered in 1991 and
mandatory testing starting in early
1992, has been approved by the
Greater Vancouver Regional
District's Board of Directors.

The Nov. 29 vote was unani-
mous.

The task force, which reviewed
the options for implementing a
motor vehicle inspection and
maintenance program in the
region, was commissioned in May
1989 by the GVRD and the 3.C.
ministries of Environment and So-
licitor General.

Environment Canada staff also
participated on the task force.

“The board’s decision endorses
the task force recommendation to
initiate the detailed design of the
program and the inspection facili-
ties,"" said GVRD chairman Gil
Blair, who is also the mayor of
Richmond.

“The GVRD has long believed
that motor vehicle emission inspec-
tion and maintenance is one of the
key initiatives needed to deal with
the region’s air quality problems,
both now and in the future. We

Highlights of the report recom-
mendations:
© Light-duty motor vehicles and
heavy-duty gasoline vehicles would
be tested and inspected each year
as a condition of licensing, to en-
sure that factory-installed pollu-
tion control equipment is function-
ing according to specifications.
The testing would be done quickly
using electronic equipment.
© The program wouid be operated
by a single contractor, using cen-
tralized inspection stations in
strategically-located sites
throughout the region.
© Quality assurance to ensure ac-
curacy of the testing would be car-
ried out by a government agency
or agencies.
e The program would be self-
financing, with a modest test fee
covering all administration and
operation costs.
© A program for training and cer-
tifying repair mechanics to
diagnose and repair vehicle pollu-

GVRD TACKLES VEHICLE POLLUTION

technical schools or community
colleges.

The report further recommends
that emission testing of heavy-duty
diesel vehicles be incorporated into
the existing commercial vehicle
safety test program operated by
the provincial Motor Vehicle
Branch. .

It is proposed that the light-duty
vehicle emission inspection and
maintenance program be im-
plemented over the next two years.

In 1990 the technical design wiil
be completed and a_ contractor
selected to build and operate the
program. Voluntary test clinics are
planned for 1991, and the program
is scheduled to be fully operational
inearly 1992. -
