Teachers’ Federation to press for the right to strike denies that claim and labels them as ordinary workers. The distinction lies in the fact that professions like medicine, the law and accountancy are self-regulatory and largely free of government interference in (he area of qualifications, conduct, performance and _ ethical standards. As well, the disciplining of members is car- tied out by the profession itself. By contrast, B.C. teachers have Jong been subject to virtually complete government control by both the province and the local school board. To this extent their situation parallels that of any other public or private sector employee, though in three respects they are worse off than either. They cannot negotiate work- ing conditions. Salary bargaining disputes are resolved by summary arbitration. And they are legally forbid- den to withdraw their services. The inevitable result has been the development of a “we-they’? mentality which belligerent posturing by both government and the BCTF have done nothing to dispel in recent years. The current West Van deadlock over Bill 35 is just one more sad case in point. Education being so vital a component of any society, governments will always insist on firm control of it. But when that control reaches the level of detail now imposed in B.C., there’s no longer any point in teach- ers pretending to be a’ profession.
