NVD's proposed decree that site coverage be reduced from 40% to 35% will affect the value of smaller lots, which will have to contain appropriately scaled-down resi- dences, said Setticasi. He maintained that there isn't much demand for small new hous- es, since people rarely buy a house smaller than the one they are leav- ing. Marshall pointed out that if homes are smaller, their assess- ments will be reduced, which will, in turn, reduce the tax base. And, she said, “Most of us have our biggest retirement investment in our homes. “T wouldn't want to have to change neighborhoods in order to have a big enough house.” Council, Setlicasi suid, holds the monopoly on North Shore citizens’ main asset, “which is land.” He believes its planning depart- ment should therefore order a study and make the public aware of how the proposed regulations will affect their property.
