4 — Sunday, February 1, 1998 ~ North Shore News City seeks self-serve solution THE petro people are not pumped up about a North Vancouver City attempt to regu- late their business. . _ In October, council passed a resolu- tion to consider a bylaw calling for at least one full service pump in any new ga; sta- tion built in the city. Since then, the petroleum firms have contacted the city with their concerns about the proposal. In a city staff report dated Jan. 20, 1998, staff said the petroleum industry surveyed customers and found 85% to 90% of clients preferred self-serve over full-serve dispensers. Though that may be the case, stared the staff report, gas stations have a responsibility to respond to citizens who may have difficulty serving themselves, The gas stations in the city propose that the city be divided into quadrants, with at least one full service station in each quadrant open 24 hours a day. “This could mean that a handicapped driver might have to mavel the distance from one corner of the quadrant to the other and back again, in order to obtain gasoline,” said the staff report. Staff concluded that stations should have both full-serve and self-serve pumps at cach station. That would address access issues and employment concerns associat- ed with self-serve, said staff. StafF say young people have tradition- ally been employed to pump gas. However, the industry says there is a high turnover of jockeys, which adds to costs incurred in operating a gas station. City council has referred the issue to a policy committee. North Vancouver RCMP Const. Tom Seaman said Wayne Campbell has not been charged with arson in connec- tion with the 11:30 p.m. fire at Super Valu on Dollarton Highway. That investigation is ongoing. But he has been charged with breaching 2 court order because he was not supposed to be outside of his house between 1} p.m. and 7 a.m. Witnesses saw someone fleeing Super Valu and phoned pelice, said Seaman. Police tracked Campbell using a police dog. Scaman said some wood was lit on fire outside the Super Valu, but no accelerant was used. Damage is estimat- ed in the thousands of dollars.
