The mayor, being a fawyer himself, chose his words care- fully and stated that council received the letter late. What he failed to disclose was that the letter had arrived at city hall prior to the | p.m. dead- line for writen submissions Perhaps: Mr. Humphreys’ mutterings about “thase damn lawyers” was a reference to Mayor Sager.
