OTTAWA (UPC) - Divorced women’s custody and child support fights could be endangered if Ottawa gives the provinces control of family law, the president of the Canadian Advisory Council on the status of women has warned. Doris Anderson said in a weekend interview with Standard Broadcast News that a constitutional agreement giving family law to the provinces would aid divorced husbands who “snatch” their children and duck child support payments. Family law is one of the 12 contentious items on the constitutional discussion table between the federal government and_ the provinces that may be decided at the September first ministers’ talks in Ot- tawa. During the recent meetings on the constitution this summer, settlement of family law was one of the items that federal and provincial ministers have come close to agreement on. But Anderson, a former Liberal candidate in the 1978 by-elections | before becoming head of the ad- visory council, said giving the provinces full jurisdiction would mean a great deal of hardship for divorced mothers. “Everybody seems to be rushing to a conclusion ... But what about us? FROM PAGE C1 across Canada but these are for government officials located outside Ottawa -- for example, at Nanaimo, B.C.: Penhold, Alberta; Shilo. Manitoba: Borden, Ontario: Valcartier, Quebec; and Debert, Nova Scotia. There are also some shelters in the basements of government offices in other parts of Canada. But what of us, the citizens of Canada. whom our government is supposed to protect” Some protection ots available in such places as underground Shopping malls butitis not the answer (tO proper protection There should be pubhe shelters available ino an emergency all across Canada Mean- while, it would be an ex- tremely wise move for homeowners to have their own shelters built) on their premises I recently wrote to the prime minister on behalf of an engineering company in Vancouver which has an extremely good knowledge of al phases of nuclear shelters He rephed promptly, also showing concern and stating that he had passed my letter to the minister of defence There arc wa number of different kinds of shelter which can be built into existing basements or above ground, but they should generally be designed by someone with the proper knowledge. Law transfer ‘dangerous ’ that family law can be meets the premiers, with vited 500 women in- transferred to the provinces, and I think there are a lot of dangers there,” Anderson said. “I don’t think we've taken a look at the (potential) problems.” She said a change in jurisdiction would enable divorced men to abdicate their financial responsibility towards their children. “It’s very tough for a woman who is divorced to get custody of her kids,” she said. “If she’s given custody and her husband decides to snatch them and move them — from say Nova Scotia to British Columbia — there’s almost no way she can get’ them back without going to B.C., hiring a_ detective, finding them and charging them in the courts.” She said the same Situation would occur for provincial courts ordering child support, adding that 75 per cent of all divorced men now get out of paying support within five years. “The courts may tell a man that he is to pay his wife $25, $30, $50 a week child care to help support his children,” Anderson said. But she added: “He can move out of it ... just by moving to another part of the country.” Anderson said the council would hold a national women’s conference in Ottawa shortly before Prime Minister Pierre Trudeau ideas.
