Incumbent Canadian Alliance — candidate John Reynolds introduced a private member's wal fast year that framed draft legislation for a death-penalty law. The draft was proposed as an atmend- ment to the Criminal Code and the Young Offenders Act. Reynokis said Wednesday that he intreduced the bill to fulfill a promise made to con- stituents during the last federal election that he would put the issue on the agenda in Ottawa. Reynolds’s private mem- ber’s bill received a reading but Was never debated. “It was out there because I had made that commitment during an clec- tion that I would put a private sember’s bill on this issue. It was driven by feedback from constituents.” Reynolds said he personally” would like to sce capital pun- ishment for people — like Clifford Olson. “If there’s any questinn of a doubt [ say hey, you put them in jail for the 25 years or life or whatever that is. “For no doubt at all, vio- -fent, vicious crimes, you put -them out of their. misery. People forget here about vic- tims. Just think of all the vic- tins oof Clifford Olson's crimes, When he was pit ona government jet and flown to Vancouver after 15 vears because he’s trving to get carly parole. He should have been put to death, gone, disap- peared, no more talk about him — then the victims can rest in peace also.” The Reynolds initiative on the death penalty died with the last session of Parliament. Reynolds said capital punish- ment is not on the Canadian Alliance agenda. The party does intend to implement a referendum sys- tem in Canada should it form the next government. Given enough public support, hot- button social issues such as the death penalty could be up for national consideration. Said West Vancouver- Sunshine Coast Liberal candi- date lan MeKay, “TD think that perhaps Mr. Revnolds has gone from the frying pan and into the fire — going from reteren- dum on an issue to referendum on an issue. Governance is about feadership and J doen't think we can deal with every issue that goveenment has to through referendum, J do not believe in that,” McKay said. “In terms of the death penalty Ethink it would be wise for us to look at over the last 25 or 30 years the number of people who have been wrongfully convicted — and weigh that against whatever perceived, so-called benetits of the death penalty. {think it's very, very dangerous territory,” McKay added.
