‘Costs up, revenue down IF NORTH Vancouver City Council members -agree to the 1986 provisional budget that was released Monday, taxpayers will be seeing a tax increase of 11.6 per cent. The final budget will be set in May, 1986. “After council analyzes the budget, it will reduce it without critically affecting the quality of services -ex- pected by our citizens,” Loucks said. ‘‘Last year a projected seven per cent in- crease in the provisional budget was reduced to a 2.8 , insurance, fligh per cent increase in the final budget.”’ Loucks said important issues the city council will deal with in future will in- ciude overpasses on the Up- per Levels Highway at Lonsdale and Westview, the development of Lynn Headwater Park. Loucks commended city council’s accomplishments over the last year. He said new construction reached a value of $65 mil- lion over a previous record high of $49 million; traffic flow improved due to the in- stallation cf new traffic signals on Lonsdale at 17th and 20th Streets. Loucks also recognized the efforts of the city’s hard working fire and police departments.
