The suggestion was that council is guilty of much secrecy when this is not the case Under our bylaw, decisions made by committee of the whole in- camera are not to be ratified in open council later that meght unless there i a ques- non of urgency. Generally, the spirit of the procedure bylaw is followed, but there are times when council members disapree on what constitules urgency.
