about family allowance

intended only as a general guide
and should not be applied to indi-
vidual cases without further con-
sultation.

QUESTION: I remember when
all parents received Family
Allowance cheques each month.
Now we get another kind of
cheque and i have friends who
don’t receive any money at ail. I
aiso noticed that there isn't a
Child Tax Credit on our tax
return anymore. I'm confused.
Do you know what’s going on?

Answer: As of January 1993
Health and Welfare Canada intro-
duced the Child Tax Benefit. The
new benerit replaced the Family
Allowance program, Child Tax
Credit, and the rion-refundable
Crest for Dependent Children.

Vne Child Tax Benefit is a
monthly payment made on behalf
of children under 18 years of age,
and is paid to the person who is
primarily responsible for the
upbringing of a child. This could
be the mother, father, a grandpar-
ent. or a guardian. To be cligible
for the benefit, you must live with
the child and be a Canadian resi-
dent.

Parents like yourself who were
receiving Family Allowance pay-
ments before January 1993 would
automatically receive the benefit,
unless their income was too high
10 qualify. This is likely the case
with the friends you mentioned.
The amount that people receive
varies according to family income.
the number of children, and their
ages.

The basic benefit consists of an
amount for éach child, a supple-
ment for each child under age
seven, and a further supplement
for the third and euch additional
child in the family.

There is also u supplement of
up to $500 a year paid to low-
income working families with a
family net income below $25,921.
To qualify, the family must have
carned at least $3.750 in the year
(1994 rates),

Benefits are calculated using
the information from your income
tax return, and if applicable. the
return of your spouse (includes a

common-law partner). Those who
are eligible will be notified show-
ing the benefit amount and
explaining the calculation of
monthly payments.

In July of each year, the benefit
amount is adjusted based on the
most recent family income infor-
mation from your tax return, A
notice is also sent every time there
is a re-calculation of the benefit
amount.

If you separate or divorce, you
ean request thal your benefit
amount be re-caleulated, If you
wish to have a re-calculation done
before the annual update, contact
the nearest Health and Welfare
Canada office, listed in the blue
pages of the telephone directory,
under Government of Canada.

For those who think they might
qualify for the Child Tax Benefit
but are not receiving it. they
should submit an application form.
