Park needs permanent protection Dear Editor: Re: Lynn Headwaters Park Lease As reported in the News on Oct. 2, the B.C. government claims that they can not Crown- grant the fands necessary to com- plete Lynn Headwaters park because the Land Act prohibits granting land over 520 acres. This ciaim is utter nonsense. Section 48 of the Land Act states that “Notwithstanding any other provisions of this - Act,...the Lieutenant Governor in Council (Cabinet) may make or approve of a@ grani of Crown land, free or otherwise to a Crown corporation or limited to a specific public purpose.” The prohibition to Crown-grant lands over 520 hectares only ap- plies to grants to private parties, ot grants for public purposes such as-.parks and, as an aside, this size prohibition applies to leases as well. ii appears therefore that the bureaucrats are concocting excuses to get out of the Socred agreement .to Crown-grant this land. In 1985 both the City and the District cf North Vancouver, in their wisdom and_ foresight, granted all their lands within the Lynn Headwaters area to the GVRD by way of a detailed park trust agreement designed to pro- vide the best possible protection to the wilderness valucs of the area, as well as to make it a permanent park. The bulk of the Headwaters containing the best old growth, however, is owned by the Crown Provincial. By 1989, as a result of lobbying by many groups, Socred Minister Terry Huberts agreed to transfer the lands to the GVRD as a per- manent park. Bureaucratic delays stalled the transfer and then in February of this year the government changed Its position and decided to only lease the land for 30 years. Local NDP MLA David Schreck defended the lease by ig- noring the threat 30 years from now by the forest industry to log it. In 30 years the forest industry will have logged every giant red cedar that they can get their hands on in this region and the prices will go up according. Lynn Headwaters contains the largest red cedars in the region outside the watersheds, and it would be foolish to suggest that there will not be any pressure to log it when the !ease expires. Scandal to see what happens when you do not give a park permanent protection. We can not accept promises from politicians or temporary Jeases if we want to establish permanent parks. In order to pro- tect our ancient forests within parks we need the best type of Permanent park protection now. It would be short-sighted to accept any less.
