October 3, 1990 - North Shore News Interchange design out of City’s hands THE DECISION on whether the Upper Levels Highway’s Westview inter- change will be a loop or diamond design is now in the hands of the transporta- tion and highways ministry. By Surj Rattan News Reporter And while North Vancouver Ci- ty council has ignored the advice of its engineering department and has told the ministry it would prefer the diamond option, a spokesman for a residential group opposed to the loop design fears the provincial government may ignore council's wishes and install the loop option anyway. Earlier this month council received a report from deputy city engineer Don Bridgman that reviewed a report prepared for the transportation and highways ministry by the Delcan Corp. con- sulting engineering firm. The Deican report concluded that the loop design would be best for the Westview interchange. in his report to council, Bridgman said the city engineering department, has reviewed the Delcan report and agrees with its findings. But council rejected the engineering department’s advice and voted in favor of staying with the diamond option. The city first told the transpor- tation and highways ministry that it favored the diamond option last November. But despite council’s backing of the diamond option, Rosemary Roberts, spokesman for the Homeowners Against the Loop Overpass (HALO), said she thinks the transportation and highways ministry will ignore council’s wishes and install a loop configu- ration at Westview, “To be truthful, no, P’'m not optimistic that they (ministry) will pick the diamond option,"’ said Roberts. The house next to us would be removed because an ac- cess road would have to be built,"’ said Roberts. *‘About six other houses would also go. It would change the whole character of the neigborhood.”* She added that she wants Transportation and Highways Ministry regionai director Dave Cunliffe to make the ministry- commissioned Delcan report public. “*Mr. Cunliffe has agreed that | can go to his office in Burnaby and review the consulting report. He told me the report hasn't been made public yet,** said Roberts. She added that the Delcan teport contains ‘‘crucial informa- tion”’ which HALO would like to have. “We'd like to be just as in- formed as they (ministry are)."* said Roberts, **We want the up- dated information. We've waited all summer long for this report. They’re not making it easy for us.”” But Cunliffe said the Delcan report is not a public document. He added that the ministry will now decide what option will be used at the Westview intefchange. Roberts said she was glad city council decided to continue back- ing the diamond option. “The key question which the Westview area residents and businesses now face is ‘will the ministry of transportation anc highways’ final decision on the configuration for the interchange agree with North Vancouver City Council's official position of the diamond option, or will the pro- vincial government not respect the city’s choice and simply choose what the engineers of the provin- cial government prefer, which is the loop option?,’ "' said Roberts. Ald. Bill Bell said ‘‘it's hard to say" if the highways ministry will listen to council's arguments for having a diamond design. “They've made statements in the past that they're willing to g0 along with council’s wishes, but Wve also seen the ministry run Tough shod over council's wishes,’ said Bell. ‘‘They have the power to ignore council.
