The rhetoric flowed and Aldermen Stella Jo Dean and Frank Marcino battled each other to the finish. But in the end Dean and fellow aldermen Bill Soren- son and Ralph Hail sat van- guished, as council decided that a North Vancouver cou- ple will have to ante up as much as $10,000 for a piece of property they claim is rightfully theirs. The question that had to be resolved was whether the property was in fact rightful- ly that of Flora and James Casano, or whether it belonged to the City. The land had been dedicated to the City for a lane allowance by the pro- perty’s former owner. LAST RALLY In her last rally on the issue Monday night, she told council that Hans Schwabl Construction Ltd., which owns the neighboring lot, had traded property with the City for the nominal sum of $1, which set a market value that should be applied to the Casano’s disputed strip as well. I disagree we got the (Schwabl) land for $1. The man offered us property. The Casanos offered us nothing.” Aldermen Frank Marcino and Gary Payne agreed with Loucks and the vote was tied 3-3. A tie vote on a motion causes it to be defeated. Alderman Elko Kroon had excused himself from the discussion. He had earlier acted as a lawyer for the couple.
