10 — Friday, February 21, 1992 — North Shore News Highrise proposed for old city library site Rezoning approved, then rejected for 135 W. 12th A REQUEST to have the city’s old library site rezoned to allow for a highrise development was approved in-camera by North Vancouver City Council, then rejected in open council after Ald. Rod Clark walked away from the debate. But, Clark later told the News that despite its defeat, the motion was not dead. “The mayor has special powers — it will be back,”’ he said. Clark later added that he had confirmed with Mayor Jack Loucks that the issue would be brought before council again. During the in-camera portion of Monday’s meeting, council passed a motion to initiate changes to the zoning and official community plan designation of the city-owned site at 135 West 12th St. Those changes, if adopted, would allow an increased building height and density on the site, with a maximum height of 130 feet and a floor space ratio (FSR) of 2.1. Current zoning is for public use and assembly, but Richard White, assistant director of planning for the city’s development services department, said the zoning is likely to change to commercial of- fice usé or residential. According to White, a medi- um-density residential zoning would allow a density of 1.6 FSR, and a height of 40 feet (three storeys); the high-density zone would allow a density of up to 2.3 FSR and a maximum height of 150 feet or 15 floors. The site includes owned owned lot currently occupied by a commercial office space, White added. The public vote to ratify coun- cil’s in-camera decision was defeated in a split 3-3 vote. Clark left council chambers after he and Ald. Stella Jo Dean failed to have the entire motion kept private prior to the public debate on the motion. Council's in-camera motion called for part of the motion to be kept private, but Clark argued that making any part of the mo- tion. public would compromise negotiations over the site. Ald. Bill Bell said, however, that without having at least part of the motion read out, his argu- ments against it would be at a disadvantage. But Clark later said that he walked out because he felt that Bell had abused the in-camera process. Because the in-camera discus- sion had involved an instruction to staff regarding land negotia- tions, Clark said it was inappro- priate to have it come into public chambers at that time. Although council’s in-camera motion called for the suppression of only the third paragraph of the motion, a discussion following the vote showed a consensus among council] that the entire motion should be kept private, he said. But in open council Bell asked for the first two paragraphs to be read out because council had not voted to keep them private. Keeping the motion secret, Bell said, would be a gross manipula- tion of council’s rights. “Jt has a major impact on ali of the people of North Van- couver,”’ Bell added. Prior to the vote, Loucks ex- pressed his concern about the fairness of voting to defeat a mo- tion that council’s in-camera committee had passed by a maior- ity. Barbara Sharp said that after two years of dealing with view studies, council should be aware that the public is against higher densities and higher build- ings. With time and money spent to study views, including public par- ticipation, she said council would be taking a huge step backward if it approved the library site devel- opment. Ald. John Braithwaite said that by going against council's building densities policy to accommodate economic factors, it would open the doors to other developers wanting to build highrises. “Policy is policy, and we should stick with it,’’ he said. But Ald. Stella Jo Dean said council often changes policy to accommodate development. She said the library site pro- posal was more esthetically pleas- ing than what might be built if the higher building height is not ap- proved.
