& — Wednesday, August 5, 1992 ~- North Shore News MAILBOX Voluntary restraint all that is Dear Editor: It is humiliating to discover that the GVRD considers the citizens of the Vancouver region to be fess than trustworthy and less respon- sible than the citizens of Victoria and Seattle. Although they are short of water, neither of these cities has sprinkling restrictions. Their citizens have been urged to con- serve water. In Victoria this has led to a 30% decrease in can- sumption. As the waterboard chairperson of Victoria, Bert Caine, said in the Oak Bay Star, imposed restrictions have backfired. Vol- untary restrictions have had a significantly greater effect. For many citizens of the North Shore and greater Vancouver gardening is their major, and often only, hobby. They are a dedicated group of poeple who take pride in their gardens and their wide selection of plants, They have dedicated their time and money to the improvement of our region. These citizens are being penal- ized by bureaucrats who do not appreciate that people are respon- needed sible and are capable of carcful use of the water resources. We have limited water resources because the bureaucrats have not increased the water storage facili- ties in over 30 years with the pop- ulation now at £.5 million. Furthermore, it should be noted that watering with containers or a handheld hose with a_ spring- loaded shut-off device is a grossly inefficient method of watering compared to using a perforated hose. The first methed results in too much water being applied to a small area, the majority of which runs away before soaking into the soil where it is needed. The perfo- rated hose uses less water in the same time period and results in a larger area becoming uniformly moist. This need orty be done every four to five days to preserve the plants. Why can’t we, the citizens of the GVRD, be treated as those of other cities as responsible citizens worthy of trust and capable of voluntary restraint? Anre Bell West Vancouver N.
