Park plan raises questions SOME DEEP Cove mer- chants are upset by actions of North Vancouver District Council concerning decisions involving the plan for the area. The whole issue, says . Russell: Davies," of Russell ‘Davies Goldsmiths, is . that . Deep Cove residents were promised an overall plan but council has sidestepped that by joining Panarama_ Park -and Wickindon Park together and coming-up with a Deep Cove Park Plan. At issue, says Davies, are: a public parking area that has been given to the Yacht Club for. private parking; a new. public. parking’ lot that merchants say is out. of the way; “and a vacant lot. that was incorporated into Deep | Picketing agreement reached A LABOR Relations Board hearing into the Park & Tilford dispute has resulted in an agreement. Pickets . which went up Sunday, May. 19 protesting the hiring of an outside gardener came down Wed- nesday, May 22.. The .LRB hearing: was held Thursday, May 23 and was attended by Larry Pare, plant manager at Park & Tilford, and rep- resentatives of Brewery Workers Union local 300. The union’s business agent John Langley said the union agreed ‘not to picket..and management agreed not to hire outside gardeners until an arbitration hearing can be held on the issue June 20. A decision will then be rendered by the end of June. . Over the long weekend the development consultant for the sale of the. property, Hyland, Turnkey ‘hired a gardener to do maintenance in the gardens. The union picketed claiming the move broke a collective agreement signed by the two parties in 1984. Park & Tilford Distillery and Gardens have been clos- ed since last year although the retail shop, The Garden Spirit Shop, remains open. - Cove Cove park that is now up for redevelopment. Deep Cove merchants, who are in the process of forming an association, are proposing a fetter to council asking why some of these decisions have pveen made outside of public meetings. But according to North Vancouver District Mayor Marilyn Baker, council has yet to see the final draft of the Deep Cover Park Plan and another open house and public meeting are planned before the plan becomes final. Dykemann and = municipal planner Kai Kreuchen say there has been ample oppor- tunity for input from Deep residents and = mer- chants and there will be more chances for input be- fore the plan becomes final. Davies complained that at each public hearing the plans were the same, with no up- dates. Dykemann said some people may be confused with what is planned because of the drawings shown at the open houses already held. Dykemann stresses that these are just the initial drawings from the consultants and not the final plans. There are two plans in- volved, Dykeman says. The first is the Deep Cove Park Plan and the second is the Gallant Ave. Design Guidelines, which deals with the problems of design and parking on the street leading to the park itself. According to Davies, one aspect of the proposed plan Both Aid. Murray. _ plan will reflect’ a concerns the location of public parking. Davies says the merchants feel the area now proposed for parking is out of the way of the ccom- mercial core and the area would be better served by a parking lot closer to downtown. General washrooms near that park- ing lot are also felt to be out of the way. Davies says the merchants will ask council the future plans for the Deep Cove area and why some areas are unaccounted for in the Deep Cove Park Plan. The letter asks who delegated the public parking area near “The Nutshell’’ as exclusive parking for Yacht Club members and when the deci- sion was made. Baker says council will probably see the draft report of the Deep Cove Park Plan at Monday's council meeting. An open house is planned for June 8, says Baker and a public meeting is tentatively scheduled for June 17, Baker says about $500,000 has been set aside to improve the park and the project will probably be in two phases. Dykemann says there is still time left for input be- fore the plan becomes final. “*] suspect that the opportu- nity to see the draft pian will probably satisfy a lot of people,’? he said. And he says he is hopeful the final large amount of input from Deep Cove merchants and residents. .
