The proposed new Land Use Act should set alarm beHs ringing in Lower Mainland council chambers. The bill — to be considered by the legislature this spring — transfers planning for the Lower Mainland to committees of provincially appointed bureaucrats. With cabinet approval these committees could dictate on planning matters now controlled by locally elected aldermen. There appears to be no assurance that local councils or the public would be adequately consulted on planning projects. This could stifle healthy debate on regional issues by the people directly affected and, in practice, negate the present public hearing process. The last word would rest, in all cases, with the minister. The proposed act may have some merit in rural parts of B.C. But its application to the complex planning issues of an already highly developed metropolitan area is a very dif- ferent matter. North Shore and other Lower Mainland councils should hasten to make that point clear. Municipalities are NOT devoid of clout in Victoria when they speak up firmly enough on behalf of their local citizens. Evidence of that is the the vigorous stand taken by West Vancouver Mayor Derrick Humphreys and his council against the threatened $1.25 million milking of their taxpayers under the old school financing formula. Other municipalities followed West Van's lead until, last week, the province finally produced its more equitable revised formula. Similar local leadership should be brought to bear against the negative features of the Land Use Act. While there's still time.
