A8 - Sunday, January 20, 1985 - North Shore News ES BEWLEY IS ONE of my favorite people. Not only does he write nice things about me, he is also one of the most incisive writers in the column game. He's so good, in fact, that the Sun has cut him down from two columns a week to one. For most of his colorful life he was a lawyer and judge, and in his court you could always count on three things: The bad guys would get the book thrown at them; the plainly unfortunate would get a break, and there would be lots of laughs. For Bewley has a great sense of humor. He even made my Quotes of the Year for 1984 with his lunch-table comment that Jack Davis wus the only Rhodes Scholar he have ever known who has any brains. Sometimes, of course, his humor is too hot for some people, as when he announc- ed from the bench that women under 30 have no brains. The howls of organiz- ed harpydom led to his hav- . ing to face a farcical inquiry. . He has long been saying - that the criminal justice. system in this country has become a hopeless mess, and that has been brought about by know-nothing sociologists, anthropologists and other academic half-wits who have had no direct con- tact with the crime world, but have been able to persuade legislators that rehabilitation, not punishment, is the answer to law-breaking. - He has now presented his arguments in a booklet entitl- ed The Breakdown of the Criminal Justice System in Canada. They were then permitted to appear on TV to air their complaints and talk about the shortcomings of society in general.) Bewley reserves his most caustic criticism for the Parole Act and the National Parole Board, which have destroyed the courts’ effec- tiveness, He cites the case of a female swindler who stole and squandered half a million bucks from the bank that employed her. The trial judge gave her three years. The court of appeal doubled that, The parole board let her out in just over a year. Such horror stories abound. Rehabilitation by parole has been an enormously ex pensive, wildly-romantic ex- periment, he says. Seventy- five per cent of released jailbirds find their way back into prison, and the plea of academic ‘‘experts’’ that criminals might as well be let out, jail being so costly at $45,000 per year per bird, holds no water either. it doesn’t cost that much to keep a person in prison, he says. That's what our misguided authorities spend.
