NEWS BRIEF GVRD program tracks vehicle pollution THE GREATER Vancouver Regional District (GVRD) is considering a program that vould allow people to call a toll-free telephone number to report motorists who pollute. The program would be similar to the Los Angeles Smoking Vehicle Program. Cnce a smoke-belching vehicle is reported, a letter is sent to the vehicie’s owner advising that the vehicle doesn’t operate within vehicle-emission guidelines and couver parks department. Leese made a_ presentation Monday night to West Vancouver District Council outlining the department’s study of local creeks and the question of their preserva- tion. **Creeks add to the ambience of West Vancouver, providing recre- ational opportunitics and respite from an increasingly urban world,’’ Leese said. The staff study and analysis is partially a response to local con- cerns over the effect of urban de- velopment on creeks. Sunday, June 2, 1991 ~- North Shore News - 5 Presentation outlines WV creek study CREEKS ARE an important aspect of West Vancouver life and should be an organizing element in the municipality’s development, according to Eric Leese of the West Van- By Maureen Curtis Contributing Writer used in the days when West Van- couver was logged. “We're just beginning the pro- cess of understanding our creeks,’’ said Leese. He added that much work has | UP TO 60% OFF that it shou!d be repaired. The owner is then asked to fill out a form, attach proof of the repair and return it. More than 20,000 calls are made to the L.A reporting centre monthly. The GVRD board has asked staff to look into the fea- sibility and cost of running such a program in the region. Said GVRD air quality committee chairman Doug Drummond, “Sixty-eight per cent of our air pollution comes from cars and small trucks. A program like this, in conjunction with the province’s upcoming AirCare vehicle emission testing program, could make a real dif- ference in the quality of our air.’’ Sie Photo submitted FEMALE GYPSY moths depositing egg masses, each containing up to 8,000 eggs. The search for European and Asian strains has been expanded to the North Shore. Port trade would be seriously affected by moth infestation From page 1 European gypsy moths originally found in West Vancouver, called the Asian moth ‘a significant threat’? to the North Shore en- vironment and economy. The addition of the new moth strain, he said, multipiies the local gypsy moth problem. According to Croy, the Asian gypsy moth is bigger and feeds on conifers. He added that the female Asian gypsy moth can fly long distances and thereby spread its egg masses farther and quicker. The fight against the Asian moths will be continuing through next winter and spring as the gyp- sy moth outbreak in Siberia is ex- pected to continue, with more moths laying more eggs on more ships. Bell said Agriculture Canada has already spent more than $1 million over the past decade to protect British Columbia from the smaller European gypsy moth. In October 1989, Agriculture Canada announced that it had found four male European gyspy moths in four different areas of the British Properties. The fin- dings confirmed the existence of an incipient gypsy moth popula- tion on the North Shore and followed the initial discovery of an adult gypsy moth on Southberough Drive. Last summer Agriculture Canada set 1,000 traps in the Brit- ish Properties area in an attempt to pinpoint moth egg-mass loca- tions. Croy said Thursday that the trapping progra7i resulted in the capture of three adult moths and that the source of West Vancouver gypsy moths has been narrowed down to an area in and around the Hollyburn Country Club. But he said four male moths were also captured in four dif- ferent areas of North Vancouver: two near areas close to the North Vancouver waterfront and two in two cifferent areas of Lynn Valley. Croy said it had not yet been determined whether the moths caught near the waterfront were Asian or European. Agriculture Canada, he said, will now initiate an intensive trapping effort around the areas where the moths were caught. Approximately 500 traps will be set along the North and West Vancouver waterfront and in a Y-mile area around the entrance to Lynn Canyon Park. European gypsy moth caterpil- lars, now firmly established in southern Ontario and Quebec and the eastern United States, have a voracious appetite and are known to feed on the foliage of over 500 tree and shrub species. A local gypsy moth infestation would have a serious impact on the North Shore and Vancouver port trade. Because the moth is an interna- tional pest, countries importing such B.C. products as wood could place trade embargoes on agricul tural and forest) products origi- nating or processed through Van- eouver’s port if a gypsy moth in- festation were to break out here. In the past, the effects of de- velopment have ranged from en- croachment and damage to creek beds and banks to outright culver- ting of the waterway. Creeks are a concern because water levels tend to vary and West Vancouver has weathered a number of serious floods as a result. Leese showed slides of the various kinds of creeks and the vegetation around them in the municipality. Some West areas also contain Vancouver creek significant features that should be protected, such as waterfalls, or that have historic significance like the re- mainders of fiumes and sluices iNv!
