Since | recall that at the time of the opening of the present phase of the landfill, a new Leachate control system was installed, this seems rather peculiar, especially since it is now history that the District of North Vancouver served notice that it was closing the Premier Street site on December 31, 1985. 1 therefore asked Council if this new construction of Leachate control meant that the dump was indeed being extended. The acting Mayor Alderman Murray Dykeman assured me that this was not so and that the District has not changed its resolution to close the dump and that the present situation would not change that. Since one is somewhat limited in scope when asking these questions of Council, the replies did provide food for thought and prompts one to ask further questions. The first question is why at this date are we going go install Leachate control on the old portion of the dump instead of having had it done at the time when the same action was taken on the opening of the present section of the dump? I am not an Engineer, nor do | pretend to know all the ramifications of Leachate control, but | would be hard put to accept the assurances of a qualified Engineer that any Leachate control in such a porous area as a creek bottom could be 100% effective, even when installed ahead of dumping and much jess when installed years later on a dump site the size of the older portion of the Premier Street Land- Pee PU LOL EMALAS 4a" BRIS SRE TET ZL 4 ESI, , T 0 fill. In fact, I would be moved to suggest that at this late date they would be wasting their money, unless of course they have millions of dollars to spare to com- pletely surround this dump down to bedrock or other impervious layer. Question to Council is, what sparked clean ez this decision? Another question that comes to mind is why bother with any of this if the dump is to close on December 31?
