proached by Unger, the developer
of the festival gardens. The two
met Oct. 4. ut 2 p.m.

Unger told Clark that Calvin
McCarthy, Grace's son, was to be
his partner at the festival gardens,
and would be managing the site.

Clark said Unger asked him
what it would take to get his sup-
port on the shopping/gardens
proposal, adding: ‘‘l’m prepared
to do whatever it takes."”

Unger told Clark he was plann-
ing to support a slate of can-
didates, Clark explained, but if
Clack wanted to be on it, he would
have to assure Unger he would
support the project,

The slate of candidates eventual-
ly supported in the campaign in-
cluded incumbert aldermen Stella
Jo Dean, Ralph )dall, Allan Blair
and aldermanic candidate Elko
Kroon.

Despite the slate’s featured sup-
port of the shopping comptex,
council had unanimously voted
against considering the installation
of a shopping centre on the Park
and Tilford properties Feb. 25,
1985.

And the Advisory Planning
Committee, of which Elko Kroon
was a member, unanimously
recommended defeat of the shopp-
ing centre proposal Oct. 9.

Clark said he then met with
Kinsella Oct. 21 at 10 a.m. at his
offices at the Bentall 4, where
Kinsella's Progressive Strategies
business is located.

Kinsella told Clark he was look-
ing for someone fresh on the
North Shore, Clark said, and that
North Vancouver-Capilano MLA
Angus Ree could be ‘‘moved aside
into a federal immigration court
judgeship.”

According to Clark, Kinsella
said he was a committee of one,
advising the premier on candidate
selections, but added he couldn't
guarantce Clark's nomination,

Clark said Kinsella asked him
what it would take to change his
vote on the Park and Tilford pro-
posal, which Clark answered, ‘‘I
haven't said no yet.’’ Kinsella
countered, ‘*! understand —~ but
what would it take?"*

Clark said Kinsella indicated he
was prepared to back a slate of
four candidates who supported the
rezoning.

Clark said Kinsella admitted he
was on the payroll of Daon (now
BCE Development Corporation).
A Nov. {5 News story quoted three
aldermen, including Clark, as say-
ing Daon spearheaded a campaign
to elect four aldermen sympathetic
to its Park and Tilford shopping
centre proposal.

Kinsella if he had access to any

Kinsella said he had a fund-rais-
ing organization in Richmond in
conjunction with a partner, Clark
explained, with a bank of phones
and a group of people to man
them: "I’m quite prepared to put
this machine in motion on behalf
of Park and Tiltord. and the can-
didates backed would have to be in
support of the project.”

Clark said he told Kinsella he
