In addition, a 15-year operating agreement was entered into. ‘Cook said CMHC would consider turning the village into. a- condominium development to be in violation of the agreement. - The agreement expires on April 30, 1984. Hf Polygon should attempt to break the agreement Cook says CMHC would either be .able to take foreclosure action or periodically sue for the arrears of morgage. “It is my considered judgement that the landlord (Polygon) does have a social conscience,” Cook says, and would not break the agreement. ‘on - the - Later in the letter Cook “described. Bagatella said he would like to see the tenant committee stay active because if it was disbanded it would be hard to start up again. In commenting on the speed in which the Lynn- mour tenants organized to fight the stratification plans which they were first in-'~ formed of in the middle of. September, Bagatella said “you've got to get your resources together otherwise you get scared.” “There is a definite problem when you get into low income accomodation.” He said such tenants are. afraid to be aggressive and don’t know their rights. _ With the threat of eviction within months the Lynnmour | tenants were spurred on to act quickly but he said he fears an air of complacency may now set in. While. the matter of Lynnmour Village now appears settled for the meantime, the North Van District council will © be considering the general question of housing and Stratification in the near future when council will try and form a policy on such matters.
