10 - Sunday, February 23, 1992 — North Shore News City pushes for low level road link through reserve Squamish band has concerns about ‘ideai route’ THE COMPLETION OF a low level road to improve traffic flow between West and North Vancouver is high on the list of transportation priorities for North Vancouver City. The route, as outlined by the ci- ty’s priorities list, would link Esplanade to Welch Street via First Street through the Squamish Indian Band’s Mission Reserve No. 1. City Mayor Jack Loucks said that although city staff see the road through the reserve as ‘‘the ideal route,’’ they realize the Squamish band will have con- cerns. : The wording of the original low level road motion was toned down to consider the band’s position. The band has previously opposed having a road go through its land. The proposed resolution called for the “completion of the low level route through Mission No. 1,"” but Ald. Stella Dean and Ald. Bill Bell initiated changes to the resolution. : The motion passed Feb. 10 by council has the city calling for the “possible alignment of the low level route through Mission Reserve No. 1, upon completion of successful negotiations with the Squamish Indian Band.”’ “*Even in the early ’70s we were trying to get that low level route through the Mission Reserve No. 1,”’ said Dean. Adding that she understands the band’s concerns, she said, “they've already got the trains go- ing through the reserve.’ And Dean said the band has had to deal with ever-increasing traffic volumes going through its By Pamela Lang News Reporter land. *“*We want to be good neighbors,”’ Dean said. Bell was first to question the political implications of appearing to push for a road through the reserve without consulting with the band. “We have to be very careful” with the language that we use,”’ he said. ‘‘We have a long history of taking their land away. We have in the past come across, un- fortunately, as bullies.”’ Other city transportation priorities listed: @ improved public transit (in- cluding capid transit and a third SeaBus); @ construction of the highway in- terchange at Westview Drive; @ the development of bicycle and pedestrian paths; @ improvements to the Second Narrows Bridge, including widen- ing the bridge and upgrading its northern bridgehead. City engineer Chuck Gale said the city’s transportation priorities will be forwarded to the Greater Vancouver Regional District for inclusion in its list of regional priorities that will be submitted to the province. The pedestrian and bicycle paths were added to the priority list at Ald. Barbara Sharp’s re- quest. “We have to incorporate those whenever we are talking about transportation,’’ she said.
