The NVTA report documented a 10 per cent drop in District 44 operating budgets from $55,704,711 in 1982 to $50,370,152 in 1985/86. In that same period, Krawczyk said, ‘the inflation rate has risen 20 per cent.’’ Statistics in the report compared declines in student enrolment to declines in teacher staffing, illustrating that though the number of full-time students in the district had dropped 2.4 per cent in 1984 and .3 per cent in 1985, the decline in the number of teachers was more than double the enrolment decline over the same period: 5.8 per cent in 1984 and 2.8 per cent in 1985. Pupil-teacher ratios, Krawczyk said, had gone from 16.7 in 1981 to the cur- rent 17.8. Krawezyk added, however, that statistics rep- resented only one aspect of the situation. More impor- tantly, he said, was the im- pact of cutbacks on North Vancouver classrooms. According to the NVTA teport, violation of B.C. Teachers’ Federation classroom size standards in North Vancouver secondary schools had risen from 19 per cent over in 1984 to 30 per cent over in 1985, From the 750 teachers surveyed, Krawczyk told trustees four major areas were identified as having the most impact on North Van- couver classrooms: reduced time for marking and lesson preparation outside school hours, dwindling support staff, larger classes and reduced counselling and supervisory resources, Regardless of the effect on the district’s education ser- vices, its teachers and their overall morale, Krawezyk said what was most at stake was the future of those stu- dents whose education might have to suffer as a result of an anemic education system.
