A6o - Sunday, October 14, 1984 - North Shore News ’ Who chooses? t its Monday meeting West Van School Board is to decide whether to follow other B.C. school boards by applying to Victoria for exemption from Bill 3, which makes public service layoffs subject solely to managerial discretion. Such exemption would be based, in princi- pie, on the alternative formula sough? by the West Van Teachers’ Association, which lays considerable emphasis on seniority as a yard- stick in layoff situations. According to some trustees, this could mean a senior teacher with less than ideal qualifications for a given teaching slot would have to be retained, while a more junior teacher with much higher qualifications for that particular slot would have to go. This, they contend, could lead to programs dictated h»%the qualifica- tions of retained teaches as opposed to pro- grams conducte? By the best qualified teach- ers availabte for them---with a resultant drop in education standards. The opposing trustees also stress West Van's continuing enrolment decline in the senior grades where specialized teacher qualifications are more crucial than at the elementary level. Other things being equal, ‘‘first in, last out”’ is a widely accepted layoff concept and to this extent the concerns of the teachers’ association are understandable. The counter-argument is that the complexities of modern schooling make the concept too rigid to be compatible with the best possible education for a space-age world. School management’s right to put the quality of its product first is the nub of tomorrow's debate. The Holy Dome eligion is outselling sports these days at B.C. Place Stadium.
