The Nisga’a Treaty and the others to tol: low are well-intentioned but they are the antithesis of Canadian liberalism. They establish apartheid, reduce democracy, hinder pri- vate ownership, prejudice the rights of those not in power, and reopen existing legislation in education and other areas that Canadians rely on as part of our fundamental right. How ironic that these treaties are authored by the federal Liberal government with its noble traditions. The treaties separate us onto different tracts of Jand based on race. Sure, it’s being done with bribes, not guns. It’s still apartheid. We are setting ourselves up for ever-worsening race rela- ticns. We will grow apart, not together. When humans aren’t integrated, when they don't have equal rights, they start to pick at each other. Pickiness turns to derision, curns to anger, turns to hate, turns to full-blown entrenched racism. Imagine trying to convince Martin Luther King that his people should be located onto reservations icther than inte- grated, should have special rights unique from those of other citizens, should nor have the same protection in law and should be unequal and differ- ent forever. The treaties lock in reserves. Reserves are not democratic. Band assets are nor distributed to individuals. Reserve homes, for example, are communally owned, not owned by individuals. Many individuals are on the dofe and there is little to do. We know this system dooms human beings. Why are the federal Liberals entrenching it? The Balkans are not just a synonym for discrimination, racism, political unrest and constant warfare. They also demonstrate that too many different jurisdictions reduce wealth, worsen conservation and resource planning, and reduce the efficiency of justice, education, health and munici- pal services. Reading the Nisga’a Treaty is like reading the Tax Act. It is long, complex and full of unexplored loopholes. The Nisga’a Treaty is worth a half billion dollars, according to the NDP and $1.3 billion according to Robin Richardson, 2 private economist. NDP forecasting has been hopeless on other issues. Let's assume Richardson is closer. The B.C. treaties could then cost some $51) billion. This is just one province. Treaties will aiso get re-opened in other provinces, There are no automatic off- setting cutbacks in annual transter payments to natives. The tederal Liberals have worked hard to get their finan- cial house in order. Has the tederal finance department analyzed these treaties? Can we pay this much without low- ering everyone's standard of ling? Are we passing an unmanageable burden on to our children? Ic’s politically correct today to be in favour of these treaties no matter what's in them. But these treaties are wrong.
