7 - Wednesday, March 22, 1989 - North Shore News MAILBOox Assessment system needs overhaul Dear Editor: Like many other retired citizens in West Vancouver and indeed throughout the Lower Mainland where housing prices are spiralling upward or rather skyrocketing, we too are alarmed at the effect these extraordinary prices are having on our property assessments. In due course these increased Information Dear Editor: For some time I have been researching the history of skiing in the Pacific Northwest. As many readers of the News will know, the period from the 1920s through to the 1950s was one of hectic activity on the North Shore mountains -—- Hollyburn, Grouse and Seymour. I am anxious to hear from any- assessments will affect the amount of tax we pay and indeed the qual- ity of life we lead. The current system in use to determine what taxes we pay was evolved over a period when hous- ing supply was in a relatively stable position as was house demand and price. The system has a mechanism within it whereby the ‘squeaking wheel’ may get some ‘grease’ if the various bureaucrats in the assess- ment authority and the assessment appeal courts can be convinced that their established practices or tules have been abrogated. This current system together with its cumbersome appeal procedure, however, does not address our on mountains sought one involved in skiing as com- petitors, organizers, builders and spectators who can add to the in- formation during those formative ears. Quite obviously the system needs an overhaul. Not only should retirees’ tax increases be limited to the cost of living increases but assessed values should be ‘book’ or purchase value when a property changes ownership. No doubt other idiosyncracies currently in the system also should be address- ed and corrected. The democratic way, in matters such as this, seems to call for a royal commission to look into the matter and then make recommen- dations to the legislature.
