courtjustice of the peace sit-
ting as a judge has dismissed a
bylaw charge against a
Vancouver restaurant that it
unlawfully allowed a customer
to smoke.

The ruling means that
Vancouver cannot make its
restaurant owners enforce the
city’s no-smoking bylaw.
