Bus carriers, moving on waterways at speeds comparable to those of the SeaBus, will carry not in- dividuals but the buses that passengers boarded a few blocks from their homes. “An example may clarify. A bus coming from Deep Cove bound for Granville and Hastings would travel slowly through heavy rush hour traffic to Phibbs Ex- change, where it could lose five minutes to exchange passengers. It might then continue in the slow-moving Second Narrows Bridge traffic, then poke along on Powell Street (stopped by a train at Campbell Avenuc) to Granville and Hastings.
