The Mayor’s Task Force on Recycling, which includes repre- sentation by the three mayors, municipal engineers and managers, has negotiated a contract with In- ternational Paper Industries (IPI) and is recommending the contract be approved. The municipalities did not cail for public tenders on the contract, which entails the weekly curbside pick-up of recyclable newspaper, glass, metal and some soft plastics. The contract negotiated with IP! was considered and approved in principle in-camera by North Van- couver District Council Oct. 23. The union argues the process should have involved public input and discussion, the contract should have been subject to competitive bidding, and the North Vancouver civic employees should have been given the opportunity to make a proposal to take on the recycling program. But said North Vancouver District. engineering head John Bremner: ‘‘That shocked me that the implication was made that we were trying to hide something. Whenever we have mectings around here, you could say all of them are in-camera. You don’t do everything out in public meetings.’’ Bremner said the decision not to take the contract to tender was made on the basis that the tri- municipal recycling task force felt it couldn’! get a better deal than the one negotiated with IPI. ‘*When a contract gets bids, you don't talk about free enterprise. Competitive bidding is very much a case of who is in the game and how much the other guy thinks they’re going to bid. It’s not just a case of profit margins and ex- penses,”” he said. Canadian Union of Public Employees Local 389 president Mike Hocevar presented the union case before district council Maon- day and will appear before North Vancouver City Council tomorrow “IPI is in it to (Nov. 13). Said Hocevar: ‘‘We've already got an effective garbage coliection system in North Vancouver. Our guys are doing the job here. Why can’t we continue that? “IPI is in it to make money. Why give that money away? Keep it in-house. For some reason they’re (councils) not going before make money. Why give that money away? The tentative contract with IPI, the company which collects North Shore newspaper for recycling, includes a five-year term (April 2, 1999 io March 3%, 1994). The an- nual cost for the municipalities would be $1,106,000, with North Vancouver City paying $325,000, North Vancouver District $474,000 and West Vancouver District pay- ing $297,000. Because of flat prices for recycl- ed newsprint, the three municipatities would also pay [Pla $35-per-tonne subsidy for all newspaper collected on the North Shore from Aug. 1, 1989 to the in- tended April 2 start-up date for curbside multi-material recycling service. The estimated cost of the subsidy is $110,600, or $33,600 from North Vancouver City, $47,600 from North Vancouver District and $29,400 from West Vancouver. The recycling program —- based on service to 59,000 residences, generating 4,740 tonnes of news- paper and 7,300 tonnes of other recyclable items per year —~ will begin initially for single-family res- idents and then will be expanded to multi-family sites. af
